Harvey W. Schaffer of Paramus, a long-time member and past president of the Board of the Paramus Board of Education, died Tuesday Novmember 27, 1979 in New York Hospital. He was 47 years old.

Born in Brooklyn, Mr. Schaffer came to the borough 23 years ago. He earned his bachelor's and master's degrees from City College of New York, and had worked toward a doctorate at Columbia University.

One-time vice-principal of Forest Hills High School, in Queens, Mr. Schaffer was a former teacher in the New York City school system. He was an army veteran, was stationed in Berlin in 154-56, and served in the Counterintelligence Corps.

Mr. Schaffer was first elected to the Board of Education in 1971, and was serving in his ninth year. Ge was president in 1975-76 and was chairman of the budget committee for the past three years.

The high school flag will fly at half mast today and tomorrow to honor him.

Mr. Schaffer is survived by his wife, the former Myrna Lipkowitz; a daughter, Randi, a sophomore at Syracuse University; a son, David, at home, and his mother, Bertha Schaffer.

Interment will be in Riverside Cemetery, Rochelle Park.
